General Session Report

 

1)      Maintenance Rotation:  3 crews:  1st crew rotates on A, B, and C tract 36668 and E, D, C-1 C-2 KB.  2nd crew rotates on F-1, F-2, K, A, B-1, B-2, B-3, and B-4 and J, and I KB.  3rd crew rotates on: H, G, and C KB slopes and A, B, C, D, E, and F Richmond.  The rotation time is approximately 3 to 4 weeks this time of year.

2)      Irrigation Schedules: Changed Nov. 1st; Irrigating during the daytime hours after 9:00 am on most areas. Cycle times and days vary depending on the weather.  We try not to irrigation on the weekends.

3)      H.O. Plant material encroaching into HOA areas:  Contractor continues to trim encroaching plant material to be even with the fence line. 

4)      Unauthorized Plantings:  Plantings and structure put into the HOA slopes will be removed or reported to the management company

5)      Clearance of View Corridors:  This is not part of the Maintenance Contract.  Homeowners on the Richmond slopes recently requested the crew to top all of the Pine trees for their view.  The homeowners were told to contact the management company. 

6)      Fertilization of Maintained Areas:  All areas were fertilized last month.  Fertilizer was applied at the base of the plants and trees, and broadcasted for the ground cover.

7)      Fall Planting:  No Fall Planting was authorized this year

8)      Annual  Color:  Flowers have been planted for winter color at the main entrance

9)      Spring plant:  Plant replacement has been requested by many homeowners can we put this on the agenda for next month’s meeting?

10)  Back Flow Blankets:   Thermal blankets have been installed in two locations to replace the two stainless steel enclosures that were stolen 1- Creekbed and 2- Hamlet P.O.Cs

11)  Tree Trimming:  No tree trimming was authorized this winter

12)  Flood Control Basins:  Hayward and Galbreth are the only two flood control basin areas that have not been turned over to the County.  I spoke with KB on Wednesday and they are no longer responsible for the other flood control basins  If we have any issues they should be addressed directly to County Flood Control.  The homeowner that called with a complaint regarding gates being left open lives on Galbreth…..this basin is sill under KB’s jurisdiction.  When I spoke with KB yesterday, they told me that someone keeps cutting the locks, so they are not replacing them.  I mentioned to Sean at KB that the homeowner on Galbreth complained about the area not being secure.

13)  Plant Material during Winter Conditions:  The honeysuckle groundcover and the Cotoneaster react to the cold weather in Castaic.  The appearance of these two types of plant material and shrub will be similar to a plant going into dormancy.  The plant material may appear to be dying….it is not.  This is normal for the weather conditions in this area.  The plant material will bounce back in the spring.  The Creekbed slope is the only slope planted with hydro seed.  Hydro seed will also go into a dormant state during the cold weather.  Therefore this slope will be less attractive than the other planted slopes throughout the community.

14)  Termination of Electrical Service:  A proposal for re-programming the irrigation clocks and the flow meter percentages at each site that had electrical service terminated has been submitted by TruGreen LandCare for approval.  This work has been completed.  The cost for the re-programming is $1,530.00.  The proposal is attached for approval signature so TruGreen can invoice the HOA.

15)  Vandalism:  Recently a car drove across the lanes of traffic on Hasley Canyon into the opposing side of the street and rammed into our slope causing damage to the plant material and the irrigation.  TruGreen will be repairing the area and submitting an invoice for the repairs. A police report may have been filed, so we may be able to recoup our costs.  Pictures of the damage are attached.
