OF THE

BOARD OF DIRECTORS

OF THE

HASLEY HILLS HOMEOWNERS ASSOCIATION

December 2, 2004
 

CALL TO ORDER

The following are the Minutes of the Meeting of the Board of Directors of the Hasley Hills Homeowners Association held in Santa Clarita, CA. A Quorum was noted and the meeting was called to order at 7:10 p.m.

BOARD MEMBERS PRESENT

Kathy Waggoner, President; Bob Throckmorten, Vice President; Larry Totter, Secretary and Roger Ludwig, Treasurer.

BOARD MEMBERS ABSENT

Donna Covert, Member at Large.

LB PROPERTY MANAGEMENT REPRESENTATIVES

Ellen Ford of LB Property Management was also present.

APPROVAL OF MINUTES

Roger Ludwig moved to waive the reading and approve the Minutes of the Meeting held December 2, 2004 as submitted. Bob Throckmorten seconded the motion, which carried.

PRESENTATIONS

Greenplace Presentation

Penny Hansen reported the following:

  • True Green Landscaping maintains the Association’s landscaping.
  • True Green has dedicated to the Association the following uniformed employees: 18-member crew, 2 foremen, 1 supervisor and 2 irrigation technicians.
  • Landscape service are conducted on a 4-6 week rotational basis.
  • Pruning is conducted January – March.
  • Weed abatement is conducted in May.
  • Fertilization is conducted 4-6 times a year.
  • Spraying for pests is conducted as needed.
  • Weeding and weed pre-emergents are applied as needed.
  • The Department of Agriculture handles the rodent control of ground squirrels, mice and rats for the Association twice a year, but will come back on as needed basis as dictated by homeowner calls. 

A question and answer session was conducted.

COMMITTEE REPORTS

Neil Gereb/Chairman

Neil Gereb presented the following balances for the period ending November 30, 2004:

Operating Account      $ 118,961

Reserve Account         $ 449,237

Total Assets                $ 588,797

Neil Gereb reviewed the Association’s actual expenses versus budgeted amounts for the month of November 2004, which is noted in the cash flow statement with budgets made available for homeowner review.

Architectural Committee

It was reported that the majority of Architectural Plans are currently being reviewed and returned to the homeowners within 30 days, an improvement from the previous 45 day turnaround.

Homeowner Compliance Committee

Bob Throckmorten reported that the HCC was developed to review violations and make recommendations related to violations to the board on a monthly basis.

Bob Throckmorton reported that homeowners that do not rectify violations would be fined.

Neighborhood Watch Committee

John Toungaian reported that the Sheriffs Department would be conducting an alarmed escape drill on January 27, 2005 from 8:00 a.m. to 11:00 a.m.

UNFINISHED BUSINESS

Annexation

Kathy Waggoner reported that Mitch Green and Brian Roney are coordinating the annexation proposal process. Kathy Waggoner reported further that Mitch Green and Brian Roney would be meeting with the City to determine the benefits of annexation and develop a petition. Kathy Waggoner noted that at this point the City is only considering the industrial center for annexation.

KB Update

Kathy Waggoner reported that the board has not heard from KB regarding the subsidy, but noted that KB has not declined the subsidy to date.  Kathy Waggoner reported further that the homeowner statements were mailed late in the month with the new dues amount based on non-receipt of the subsidy.  Bob Throckmorten advised that the homeowner accounts would be credited if the subsidy is received.

NEW BUSINESS

Executive Meeting Discussion

The Board indicated that they reviewed personal matters, and reviewed violations during the Executive Session this evening.

Rules and Regulations/Fine Schedule

Bob Throckmorten moved to approve the revised Rules and Regulations and Fine Schedule dated September 1, 2004.  Roger Ludwig seconded the motion, which carried.

Bob Throckmorten motion to amend the revised Rules and Regulations and Fine Schedule to include an effective date of January 1, 2005 for the enforcement of the Rules and Regulations and application of fines.  Kathy Waggoner seconded the motion, which carried.

ACC Guidelines

Larry Totter moved to approve the revised Architectural Guidelines dated November 8, 2004.  Roger Ludwig seconded the motion, which carried.

HOMEOWNERS’ FORUM

Several homeowners reported trespassing on Association property, i.e. v-ditches, maintenance access areas, etc. The board indicated that they would review how to handle this matter.

A homeowner reported that handicap cutouts are not completed on some streets. The board requested that the homeowner report this problem to Scott Thompson at the Los Angeles County of Department Works at 222-2948.

The Meeting adjourned at 8:53 p.m.
