THE MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF THE HASLEY HILLS HOMEOWNERS ASSOCIATION July 22, 2004
CALL TO ORDER The following are the Minutes of the Meeting of the Board of Directors of the Hasley Hills Homeowners Association held July 22, 2004 in Santa Clarita, CA. A Quorum was noted and the meeting was called to order at 7:01 p.m. BOARD MEMBERS PRESENTKathy Waggoner, President; Bob Throckmorten, Vice President; Roger Ludwig, Treasurer; Larry Totter, Secretary and Donna Covert, Member at Large. LB PROPERTY MANAGEMENT REPRESENTATIVESEllen Ford and Mharcy Uyeda of LB Property Management were also present. APPROVAL OF MINUTESKathy Waggoner moved to approve the Minutes of the Meeting held June 10, 2004 as submitted. Larry Totter seconded the motion, which carried. TREASURER’S REPORT Association Budget Larry Totter reported that the Association is on budget for June 2004, and on budget year to date. Larry Totter reported further that the Association would be over budget by the end of year due to the slope takeover. Approval of Financial Audit DraftThe Board approved the financial audit draft. NEW BUSINESS Executive Meeting Discussion The Board indicated that they conducted hearings, reviewed personal matters, and reviewed violations during the Executive Session this evening. Brian Roney/Wrought Iron FencingBrian Roney reported that the Board has met with legal counsel to review revising the CCRS to include a transference of ownership of the wrought iron fences from the Association to the individual homeowners. It was noted further that the money that is currently being held in the Reserve Fund for the wrought fences could be utilized elsewhere to benefit the community if the transference of ownership is approved. Association Landscape MaintenanceKathy Waggoner reported that effective August 8, 2004 True Green would begin maintaining the Association’s common area landscaping. Construction Defect Class Action Lawsuit/KB HomesKathy Waggoner reported that the Board has been meeting with KB Homes to discuss financial remediation for the land coverage area discrepancy. Kathy Waggoner reported further that the Association’s legal counsel suggested that the Board meet with a Class Action Attorney to discuss whether the Association should join the Construction Defect Class Action Lawsuit filed against KB Homes. Kathy Waggoner noted further that the Board is still reviewing whether to join the Class Action Lawsuit. COMMITTEE REPORTS Architectural Committee No report given. Neighborhood Watch CommitteeJohn Tounganian, Neighborhood Watch Chairperson, reported that he is scheduled to be meet with a Sheriffs Department Representative to put together a Neighborhood Watch plan for the community. Mr. Tounganian reported that he submitted a request in the newsletter for block captain volunteers, noting that he hopes to enlist at least 30 volunteers. Mr. Tounganian also reported that he would like to develop a confidential community directory. Mr. Tounganian indicated that he would be attending the Prison Advisory Board Meeting as a measure of keeping informed about activities at the Pitchess Detention Center. HOMEOWNERS’ FORUMHomeowners discussed their issues and concerns related to wrought iron fencing, landscaping, Construction Defect Class Action Lawsuit, and installation of a community waterslide.
