THE MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF THE HASLEY HILLS HOMEOWNERS ASSOCIATION October 7, 2004
CALL TO ORDERThe following are the Minutes of the Meeting of the Board of Directors of the Hasley Hills Homeowners Association held October 7, 2004 in Santa Clarita, CA. A Quorum was noted and the meeting was called to order at 7:11 p.m. BOARD MEMBERS PRESENTKathy Waggoner, President; Bob Throckmorten, Vice President; and Roger Ludwig, Treasurer, BOARD MEMBERS ABSENTLarry Totter, Secretary, and Donna Covert, Member at Large. LB PROPERTY MANAGEMENT REPRESENTATIVESEllen Ford of LB Property Management was also present. APPROVAL OF MINUTESRoger Ludwig moved to waive the reading and approve the Minutes of the Meeting held September 2, 2004 as submitted. Bob Throckmorton seconded the motion, which carried. TREASURER’S REPORTThe following balances were reported for the period ending August 31, 2004. Operating Account $290,804 Reserve Account $418,405 Total Assets $708,809 Roger Ludwig reviewed with Association’s Financial Reports, specifically on how the reports functions in detailing actual expenses versus budgeted amounts. Roger Ludwig reported that the 2003 financial reports are available on the Association’s web site. VENDOR PRESENTATONS Penny Hansen/Greenplace Penny Hansen reported that the Association now has one maintenance contractor on site (True Green) rather than five contractors that were used in the past. Penny Hansen noted that the homeowners should see improvement in the landscaping because of consistency. Penny Hansen reported that True Green is on a maintenance/fertilization rotation schedule. Penny Hansen reported that True Green trims plant material for plant health and maintenance, but does not trim for views. Penny Hansen reported that the fall planting has been completed, with additional planting in the spring. COMMITTEE REPORTS Architectural Committee Paul Bertrand/ACC Chairperson Kathy Waggoner stated that two positions on the ACC Committee had changed hands. Former ACC members Don Roysdon and Phil Cataldo was thanked for their services to the community serving on the ACC. Paul Bertrand introduced new ACC Committee members. Paul Bertrand gave a brief report on how the ACC will be handling the architectural review/approval process. Paul Bertrand advised that Architectural Guidelines should be mailed to the homeowners in the near future. Homeowner Compliance Committee Don Jeffries/HCC Chairman Don Jeffries introduced HCC Committee members. Don Jeffries gave a brief report on how the HCC will be handling reported violations. Kathy Waggoner reported that the HCC was put in place to assist the Board in reviewing violations. Finance Committee Neil Gereb/Chairman Neil Gereb introduced the Finance Committee members. Neil Gereb gave a brief report on the functions and responsibilities of the Finance Committee. Neighborhood Watch CommitteeKathy Waggoner reported that John Toungaian is the chairman of the committee. Kathy Waggoner gave a brief report on how the Neighborhood Watch Committee operates. UNFINISHED BUSINESS KB Update Kathy Waggoner reported that it was discovered that the Association has three sets of CCRs, which the Board will be reviewing. Kathy Waggoner reported further that the Board is reviewing hiring specialized legal counsel to assist with the KB mediation, as well as an economist and reserve study expert. NEW BUSINESS Executive Meeting Discussion The Board indicated that they reviewed personal matters, and reviewed violations during the Executive Session this evening. HOMEOWNERS’ FORUMSeveral Homeowners inquired about the poor condition of the wrought iron fences. Kathy Waggoner reported that KB has agreed to incur the cost of having a forensic person to inspect the fences to determine if the fences have a problem with the metal, paint, or primer. Kathy Waggoner reported that the inspection would begin on October 8, 2004, noting that KB has agreed to remedy the problem at their cost. A homeowner requested suggestions on how to handle excessive dog barking. ADJOURNMENTThe Meeting adjourned at 8:30 p.m. NEXT MEETINGThursday, November 14, 2004 – 7:00 p.m.
