THE MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF THE HASLEY HILLS HOMEOWNERS ASSOCIATION September 2, 2004
CALL TO ORDER The following are the Minutes of the Meeting of the Board of Directors of the Hasley Hills Homeowners Association held September 2, 2004 in Santa Clarita, CA. A Quorum was noted and the meeting was called to order at 7:10 p.m. BOARD MEMBERS PRESENTKathy Waggoner, President; Bob Throckmorten, Vice President; Roger Ludwig, Treasurer Secretary, Larry Totter, Secretary and Donna Covert, Member at Large. LB PROPERTY MANAGEMENT REPRESENTATIVESEllen Ford of LB Property Management was also present. APPROVAL OF MINUTESKathy Waggoner moved to waive the reading and approve the Minutes of the Meeting held July 22, 2004 as submitted. Larry Totter seconded the motion, which carried. TREASURER’S REPORTRoger Ludwig advised that the July 31, 2004 financial report is available on the back table for the homeowner’s review. The following balances were reported for the period ending July 31, 2004. Operating Account $298,828 Reserve Account $397,070 Total Assts $716,498 NEW BUSINESS Executive Meeting Discussion The Board indicated that they conducted hearings, reviewed personal matters, and reviewed violations during the Executive Session this evening. Fine Schedule and Enforcement PolicyDonna Covert reported that the board is currently reviewing the Fine Schedule and Enforcement Policy. Donna Covert reported further that the homeowners will be mailed the Fine Schedule and Enforcement Policy and be given 30 days to submit their comments. Donna Cover moved to adopt the Fine Schedule and Enforcement Policy once the review has been completed and mail them to the homeowners. Larry Totter seconded the motion, which carried. UNFINISHED BUSINESSGreenplaceCathy Waggoner reported that True Green is now the Association’s only landscaper, noting further that landscaping complaints should be referred to the management company. KB UpdateIt was reported that the KB Report should be completed next week. Richmond American Fence PaintingIt was reported that homeowners will need to remove all plant material, snake fences, etc. from their wrought iron fences to enable painting. Web-siteLarry Totter gave a brief status report about the community newsletter, noting further that all community documents will be available on the website. COMMITTEE REPORTS Architectural Committee It was reported that new Architectural Guidelines were established and sent to the Association’s legal council for review, noting that the finalized guidelines should be complete in about a week. It was reported that the board nominated James Dematte and Nick Droveness to the Architectural Committee this evening. Finance CommitteeRoger Ludwig reported that the board is reviewing volunteer applications for the Finance Committee. Homeowner Compliance CommitteeBob Throckmorten reported that the board is reviewing applications for the Homeowner Compliance Committee. Bob Throckmorten reported that this committee was established to assist the board in hearing violations of rules and regulations and make recommendations to the board. Neighborhood Watch Committee Mr.Toungaian reported that 13 people have volunteered for the Neighborhood Watch Program. Mr. Toungaian reported that Deputy McCorkle from the Santa Clarita Sheriffs Office will be attending a meeting scheduled on September 23, 2004 at the Castaic Sports Center to discuss the Neighborhood Watch Program. HOMEOWNERS’ FORUMSeveral homeowners made inquiries about the 2004 budget, dues increases, satellite dish installations, and recommendations on how to reduce Association expenses. It was reported that the finalized Fiscal Year 2004/2005 budget would be mailed to the homeowners by November 15, 2004.
