Hasley Hills HASLEY HILLS HOMEOWNERS ASSOCIATION MINUTES OF THE BOARD OF DIRECTORS MEETING AUGUST 4, 2005
Present: Roger Ludwig President Michelle Griffin Treasurer Jim DeMatte Secretary Bob Throckmorton Director Nancy O’Neil Association Management Vicki Olson Association Management Absent: Larry Totter Vice President Call to OrderThe President called the meeting to order at 7:09 PM. Approval of MinutesThe President summarized the Executive minutes from the July 7, 2005 meeting. Reading of the Board minutes from the July 7, 2005 meeting was waived. Motion: Roger Ludwig Second: Jim DeMatte Resolution: Approval of all minutes as presented. Motion carried 4 – 0. Financial ReportThe Treasurer gave a summary of the June financials reporting there is approximately $102,000 in operating and $551,000 in reserves. Motion: Roger Ludwig Second: Jim DeMatte Resolution: The Board approved the financials as presented by the Treasurer. HOA Communications The President announced KB has not responded to Dave Pearce’s subsidy request. The Association is now responsible for the Oak Tree Ordinance, which provides guidelines for maintenance and monitoring the oak trees in the Association. If through the Association’s neglect a tree is lost the Association could be fined $10,000. It was estimated the oak tree maintenance could cost $75,000 per year. The President received complaints from homeowners regarding trees planted on private property, which affects another homeowner’s view. The CC&R’s do not provide for homeowner view protection. The President also informed the Board we will be getting bids from pest control companies to handle the bees and wasps in the common areas on an as need basis. The President informed the Board the Association will be looking into coming up with a policy to regulate filming within the Association. Committee ReportsAnnexation Committee The Annexation Committee chairperson reported there were several homeowners in attendance at the town council meeting last week. The Committee is only 40 signatures short of the required 50% the city requires. The Committee will continue to obtain signatures in order to ensure that they received a sufficient number of signatures. Architectural Control Committee A member of the Association’s Architectural Committee reported the number of applications is decreasing. The Committee is meeting every two to three weeks as needed. Finance Committee The Treasurer reported to the Board that the Finance Committee will be looking into a plan to rotate the Association’s Reserve Funds (CD’s) in an effort to ladder these funds. Homeowner Compliance Committee Don Jeffries reported that over 150 violation letters have been sent out by the Management company. The first hearing date would be September 28, 2005. Neighborhood Watch Committee The Chairperson for the Neighborhood Watch Committee reported that signs would be installed throughout the neighborhood sometime in September. The committee will be sending out tips of the month with safety issues addressed. New BusinessCommon Area Vandalism The President reported the frequency of vandalism is on the rise due to it being the summer months. Penny Hansen, with Greenplace Landscape, reported vandalism is common throughout the valley’s Associations. They are dealing with privately hired contractors causing damage while working on homeowner’s property, dumping of trash in common areas, graffiti, and capping off of common area irrigation. Since January $7,900.00 have been spent on irrigation repairs of which some was due to vandalism and some due to wear and tear. Causing damage to the common area is prohibited in the CC&Rs and any homeowner caught doing so will be fined accordingly to make the repairs. The Board asked Penny to inquire of the County what treatment, if any, could be done in the Native Areas for rodent control.
