HASLEY HILLS HOMEOWNERS ASSOCIATION

MINUTES OF THE BOARD OF DIRECTORS MEETING

January 5, 2006

Call To Order

The President called the meeting to order at 7:05 PM.

Approval of Minutes

Motion:  Roger Ludwig                                Second:  Jim DeMatte

Resolution:   The Board approved the minutes from the December 1, 2005 Executive meeting and the December 1, 2005 Board of Directors meeting.

Motion carried 5-0.

Financial Report

The Treasurer presented the financial report. 

Motion:           Roger Ludwig                       Second:         Larry Totter

Resolution: The Board approved the November financial report as presented.  Motion carried 5-0.

Homeowner Communications

The President advised the membership that the Board had met in Executive Session over the past month for the purpose of discussing, the pending litigation, member discipline and third party contracts.  The President thanked the homeowners who have contributed their time and effort towards the Hasley Hills annexation project.  The President informed the homeowners that the slope

winterization project began in December and requested that if anyone has information regarding the vandalism to the common area on Galbreth to please call Crown Management with that information.

Committee Reports

Annexation – The City still requires about 150 signatures; they want 60% of the homeowner signatures before they will begin the process.

Architectural - The Committee continues to review plans.

Finance Committee – The Committee is looking into the best method to ladder the Reserve Accounts.

Homeowner Compliance Committee – The Committee continues to hold hearings and fine those homeowners who are not in compliance.

Social Committee – The Social Committee judged the Holiday Decorating Contest and awarded 30166 Holmby with the first place prize of $200.00.   Homeowners on Medford won second and third place.

New Business

Slope Winterization – The Director discussed the stabilizing of the slopes within Hasley Hills Homeowners Association.  KB Homes is taking responsibility for some of the slopes, however the Association will winterize Berkshire, Creekbed, and Gilbralter. 

New Legislation – Management informed the Board that several new laws have been passed which will affect the Homeowners Association.  The new legislation is in respect to homeowner’s ability to see records kept by the Association, the use of secret ballots for elections and the collection policy as it relates to delinquent assessments.  Management will be proposing a new collection policy at the next Board meeting. 

RV Parking – Jim DeMatte informed the Board that RV parking continues to be a problem in the Association.  Management will continue to write up any homeowner who is in violation of the CC&Rs.

Landscape Consultant Report – Penny Hansen discussed the various landscape issues that have been addressed over the past month.  Penny informed the Board that the crew works on a rotating schedule.  Plant material susceptible to the cold weather is dormant but will come back in the spring.  Penny once again expressed her concerns of homeowners causing damage to the common area

and asked if anyone has information regarding the damage done on Galbreth to please contact Crown Management.
