Next Meeting

Please note the open session meeting of Thursday November 4, 2004, 7:00 pm.   The meeting will be held at  Castaic Union School District office, located at 28131 Livingston Avenue, Valencia, CA.

Good News

The Monument Area at Cambridge and Hasley Canyon has been enhanced by some additional plant material.  There are white iceburg roses and some seasonal flowers.  This is great welcome to our visitors, and a warm feeling as we return to our homes.

The mailing of the newsletter will be discontinued after January 1, 2005, unless arrangements are made directly with LBProperty Management. The newsletter will be posted on our website.

The website will also reduce the necessity of mailings and will ultimately result in a substantial savings to the HOA.

Please   contact the webmaster at webmaster@hasleyhillshoa.org to offer suggestions.  Keep in mind the website will be a continual work in progress.

Neighborhood Watch

A Home Invasion Robbery took place on Alton Way, a approximately 11:30 pm.  The owner had just come home when he heard a knock at the front door.  He thought it was a friend of his, but instead he found a white male, 5’9” tall, 170 lbs., in his 20’s wearing a dark colored baseball cap standing at the front door.  The homeowner exchanged a few words, like, “hi, how are you doing?” when the suspect proceeded to pull a gun from under his shirt and pointed the gun at the victim.  The victim was able to quickly close the door, run upstairs and call the sheriff.  The victim heard the suspect trying to push the door open.  The suspect was gone by the time the sheriff arrived. 

A message from Deputy Daniel S. Rindge Pitchess, Detention Center (PDC). Most crimes happen from people who do not live in our community, and with the visitors going to the detention center please keep in mind that they are also using our stores, hotels, restaurants and so forth in our community.  So, stay alert and know who is around you not only at home, but while out and about.

Homeowners Compliance Committee

The board has a large backlog of hearings to complete regarding noncompliance with HOA CC&Rs, Bylaws, and other rules.  There is one more opening for this committee. 

Architectural Control Committee

Newly revised ACC guidelines will be mailed out to everyone in the community shortly.  These new guidelines should make it easier for everyone to understand the ACC process.  Our goal is to be able to approve everyone’s plans as quickly and painlessly as possible.  We will work with you to try to ensure that you can build what you want while still remaining within the guidelines.  As a reminder, all improvements to any lot must be approved by the ACC before the project begins.

Two of the biggest problem areas we see with homeowner’s plans over and over again are the patio covers and fences. Below are the guidelines for patio covers and fences that should help answer most questions.  We stick to these guidelines whenever possible when deciding whether or not to approve a plan.  If a neighbor has built a patio cover or fence that does not comply with these guidelines, and they tell you that it was approved by the ACC, rest assured, that it was not!  The ACC Enforcement Policy will be included in the guidelines to be sent out soon.  If you have any questions regarding the ACC, please email us through the management company at EllenFord@LBProp.com with the “ACC question” in the subject line. 

Patio Covers-  Patio covers may only be built with three types of covers.  These are open lattice, shade bars, or a solid roof.  If the patio cover has a solid roof, it must be covered in roof tiles that exactly match the roof tiles on the main residence, as installed by the builder, in both material and color.  Asphalt shingles, rolled roofing, hot mopped roofs, and tar paper roofs are NOT approved.  Plans should specify which of the three types of covers will be built. 

 Fences-  Fences must be black iron/metal to match the community standard.  No wood, vinyl, or other color fences will be approved.

A representative of the ACC will be attending all HOA scheduled meetings.                 

Please remember to submit your ACC plans prior to construction.  The ACC Committee has 45 days to approve your plans.

As a reminder, all homes have been completed for over  6 months. All front yards must be completed.  If you have lived in your home longer than a year and your rear yard is not complete, you will be receiving a letter and will subsequently be called to a hearing and fines will begin.  

Purpose

Keep in mind, the Purpose of the Homeowners Association is to maintain property values and protect the aesthetics of the neighborhood.

Traffic

We have had numerous complaints about Hasley Hills homeowners driving too fast in our community.  We have had complaints of homeowners passing other vehicles on Cambridge and Gibraltar  We all need to exercise care, caution, and courtesy while driving in our community.

Please remember the following traffic-residential areas:

1.      Please remember the speed limit for a residential area is 25 m.p.h.

2.      Please remember to do a full stop at the stop signs.

3.      Please do not pass or flip a U-turn in the middle of the block.

4.      Please watch for children and pedestrians.

5.      Don’t use your cellular phone when driving thru the community.

      Please pay attention while you are driving in the neighborhood.

Thank you for your consideration of others in the community.

Pets

Please keep tags on your pets for identifying purposes.

Please pick up after your pets!!  For details, see CC&R Article 8, Section 18.

Parking

Boats, trailers, RVs, and commercial vehicles are “prohibited vehicles” that must be kept in fully enclosed garages, except while loading or unloading, for up to 24 hours of any week.  Homeowner’s cars shall be parked in garages and driveways.  Repairs and restorations are only allowed in garages and cannot be performed as a business or create a nuisance.  For details see CC&Rs section 8.12 b.

While loading and unloading and parking, please exercise common courtesy to your neighbors. As a common courtesy to your neighbors please do not park in front of your neighbor’s house or block your neighbors driveways.

Debris

It is up to the individual homeowner to continually keep their yard and street neat and in order while there is construction in progress.  For further information see CC&R Article 10, Section 2.  The cleaning process is for consideration to your neighbors and safety to the community.

Please show courtesy to your neighbors.  Do not put the dumpster in front of your neighbors’ houses or block their driveways.

Construction

If you need to have water shut off   during  your  construction, please call Ellen Ford at LB Property Management, 818-793-2035.  She will be happy to assist in coordinating with the landscape company.

As a reminder, an ACC application must be submitted prior to beginning any construction.

Critter Sightings

We have had frequent sightings  of Coyotes  in our community. The Coyotes have been seen in packs and by themselves.   Coyotes are not pets.  Please do not feed them.  They can become aggressive. Keep your small children and pets in sight.   Be mindful of your surroundings.

Landscape Maintenance

Landscape Maintenance is now being serviced by one landscape company, Tru-green for our community.  Keep in mind the services performed are on a rotating basis.  A 3 foot maintenance path will be kept in areas behind wrought iron fences and the slopes.  If you have plant material that obstructs the path, the maintenance company will clear the path.

We have 86 Acres of Landscape to maintain.  If you see a broken sprinkler, an infestation of gophers, or bees,  water running profusely down the slopes, or something of an emergency nature, please contact Ellen Ford at LB Property Management.  It takes all of us to protect our landscaping. 

Parents, please keep children off the slopes.  We incur unnecessary costs when sprinklers are broken or equipment damaged. These costs ultimately may result in greater HOA fees.

KB Update

We have a Mediation Date scheduled with KB for the Budgetary Issues, and  many additional issues. These issues include but are not limited to,  140 Lot Line Adjustments, Easements, Homeowner Pools on HOA Property,  KB Wrought Iron Fences, missing components in our reserve study, deeds not being recorded.  This list is by no means all inclusive. We are continually uncovering more items.

When calling in, or e-mailing  a complaint or service request, please leave your name, address, lot number, a brief description of the concern and phone numbers where to reach you.   This will assist the management company in processing the request.

  It frustrates the management company not to be able to service the request, because insufficient information hasn’t been received.
